First of all. I love that scripture, thank-you for sharing. This what I got from it:
The chastiment of our peace was upon him, means that everything that stops us or inhibits us from obtaining peace - be suffered for.
To chatise means to scold or find fault in - so anything that finds fault with us having peace. For me, I think this is fear - the direct oppisite of peace
I think it pulls reference from the fact that we "peacefully" go about our lives, RARELY realizing the reality of what is at stake, and because of what He did, we live in relative peace, relying solely on His atonement to get us home.
I think Cheyenne is very close to right. "The chastizement of our peace was upon him" refers to how He feels rejected when He warns us of our sins and we don't listen because we're happy the way we are.
I learned what it meant when my siblings were fighting once and I tried to settle it and they rebuffed me. I felt chastized even though I knew I had told them something good.
It really hurts God when we don't listen.
